Targets for Climate Protection 1997
This statement is issued by the German Advisory Council on Global Change on the occasion of the Third Conference of the Parties to the United Nations Framework Convention on Climate Change (the Climate Convention, FCCC), and contains recommendations on the commitments to be agreed upon in a protocol to the Convention.
Overview
According to the "Berlin Mandate" adopted at the first Conference of the Parties, the commitments of the industrialized countries listed in Annex I of the Climate Convention are to be strengthened by setting quantified limitation and reduction objectives within specified time frames for their greenhouse gas (GHG) emissions. These measures are aimed at achieving the ultimate objective of the FCCC, namely a "stabilization of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system".
