Decision of the Federal Cabinet


German Advisory Council on Global Change appointed again


Berlin, 1.12.2004. The German Advisory Council on Global Change has been appointed again by the Federal Cabinet for a period of four years. The new members of the Council are:

Prof. Dr. Nina Buchmann
, professor of Grassland Science, Institute of Plant Sciences, ETH Zurich (Switzerland)

Prof. Dr. Astrid Epiney, professor for international law, european law and swiss public law, director at the Institute for European Law, Université de Fribourg (Switzerland)

Dr. Rainer Grießhammer, deputy director of the Institute of Applied Ecology, Freiburg

Prof. Dr. Margareta Kulessa, Professor of International Economics, University of Applied Sciences, Mainz

Dr. Dirk Messner, director of the German Development Institute, Bonn

Prof. Dr. Stefan Rahmstorf
, professor of physics of the oceans, Potsdam University and leader of the group ocean modelling at the Potsdam Institute for Climate Impact Research

Prof. Dr. Hans-Joachim (John) Schellnhuber CBE, research director of the Tyndall Centre for Climate Change Research in Norwich (UK) and director of the Potsdam Institute for Climate Impact Research

Prof. Dr. Jürgen Schmid
, president of the Insitute for Solar Energy Technology and professor at the University of Kassel, Head of the department for efficient energy conversion

Assessment of Global Change and Early Warning

The German Advisory Council on Global Change has been established in 1992 by the German Federal Government as an independent scientific advisory body. There was a growing concern about global environmental degradation and the awareness that urgent action is needed at the international level. The Council is assessing global environmental trends and resulting socioeconomic problems. A main task is to identify risks of Global Change and to give scientific advice to policymakers. Furthermore, the Council is taking into account international agreements and their follow-up processes, e.g. the United Nations Conference on Environment and Development (1992) and the World Summit on Sustainable Development (2002).


Reports and policy papers for the Federal Government

Today, the Council published its new report „Fighting Poverty through Environmental Policy“. Recent reports are dealing with global energy policy (2003) and with the reform of environmental governance (2000). In 2003 the Council released a special report focussing on the Kyoto protocol´s further development beyond 2012. Policypapers have been prepared for the International Conference for Renewable Energies (2004) and the World Summit on Sustainable Development (2002).
